The effect was made for an unannounced project as a means to communicate low health to the player. The scale of the CRT pattern doesn’t change in different resolutions, including upscaling applied. It doesn’t create any moire patterns. It also boosts the bright areas of the image.
Made using Unreal Engine 5 material editor.

In the process of creating this effect, I have experimented and achieved other pixelization filters, too.
The brightness of the individual cells in the one on the right gets RGB values from the pixels.
